    Rwandan Peacekeepers Help Children to Get School Fees

    {{Rwandan peacekeepers under Rwanbatt 36 deployed in Kabkabiya in UN mission in Darfur paid school fees for a year to 22 children, poor orphans that live in IDP camps. They also donated schools materials including note books and pens. }}

    Those children are from NUR Salam Boys Primary School and NUR Salam girls Primary School.

    Rwanbatt 36 officially handed their support to the children on 26 August at NUR Salam Boys Primary School in presence of teachers and UNAMID Staff charged with civil affairs, Adam Adam.

    Addressing the children, Lt Col Peter Kagarama, Rwanbatt 36 Commanding officer urged them to be committed in their studies and be free to talk to their teachers if anything is not well understood in class.

    He told them that schools are opportunity for them to prepare the good future. He also promised that Rwandan peacekeepers will continue to help those orphans in the future.

    When asked what they dream to become in their lives, the children responded they will be Ministers, Doctors, Engineers and so forth.

    Schools Staff expressed gratitude and said Rwandans have always lived in good relations with Darfurians.

    Besides the mandated tasks of peacekeeping, the Rwandan Contingent in Darfur helped the local population in other activities such as building classrooms, medical treatment, cleaning the environment.

    DRC Forces Intensify Shelling Into Rwanda

    {{Rwanda’s Minister of Foreign Affairs and Government Spokesperson said today that DRC forces have intensified deliberate shelling of Rwandan territory. }}

    A bomb fired by FARDC at 9.45am this morning killed a woman and seriously injured her two-month old baby in a market in Rubavu town.

    A second bomb landed at 11.20am near the grand barriere in Rubavu town injuring one person and eight bombs landed at Busasamana village in Rubavu District at 11.30am.

    This follows thirteen bombs and rockets fired by DRC forces on Wednesday at Rwandan border villages in Rubavu District. A total of 34 bombs and rockets have been fired into Rwanda in the last month by DRC forces.

    Minister Mushikiwabo said, “The persistent shelling of Rwandan territory is unacceptable, as it would be to any sovereign nation. Rwandan civilians are being targeted by DRC forces.

    We have remained restrained for as long as we can but this provocation can no longer be tolerated. We have the capacity to determine who fired at us and will not hesitate to defend our territory. Rwanda has a responsibility to protect its population.”

    Minister Mushikiwabo said the Government of Rwanda has repeatedly urged the Government of DRC to stop attacks on its territory but instead violations have increased in frequency and intensity.

    She pointed out that no one is calling out the FDLR génocidaires who continue to be inexplicably shielded, while actively collaborating with DRC forces right across Rwanda’s border.

    “It is hypocritical for the international community to talk about protecting civilians when FARDC together with FDLR are causing harm to our citizens as if the lives of Rwandans have no value. The attacks by FARDC and FDLR have now reached another level.”

    Minister Mushikiwabo said it was regrettable that the international community has not mustered the necessary coherence to properly manage the situation, including supporting the regional political dialogue that had yielded a lull in the fighting in Eastern DRC.

    “The shelling by FARDC and FDLR has been a sustained strategy of provocation designed to draw Rwanda into the conflict.

    Rwanda is the most willing signatory to the peace and security framework and we have done everything we can to contribute durable peace in the Eastern DRC.

    But we will not stand by while the army of one of the signatories continues to shell civilian targets in Rwanda.”

    {{Chronology of Bombing into Rwanda territory}}

    1. On 29 August one bomb landed in a marketplace in Bugangari neighbourhood in Rubavu town killing a woman, Vestine Mukagasana and seriously injuring her two-month old son. A second bomb landed near the grand barriere in Rubavu town injured one person and eight bombs landed at Busasamana village in Rubavu District.

    2. On 28 August 2013, at 11.45 am four 82 mm mortar bombs were fired at Rutagara village, targeting RDF defensive position causing damage and at 11.50 am, five 107mm rockets were fired at the villages of Kageyo and Kingogo also causing damage to property. Also between 17.30pm and 17.45pm, FADRC fired four rockets and bombs from the outskirts of Goma in Kanyarucinya, Nyiragongo territory occupied by FARDC and Monusco forces. The bombs and rockets landed in the villages of Gakomero, Kamivuba, Rutagara and at Mont Rubavu, overlooking Rubavu town in Rwanda.

    3. On 24 August 2013, five bombs landed in the villages of Hanika, Muti Bushengo, Bisizi and Kageyo in Rubavu District;

    4. On 23 August 2013, five 120mm mortar bombs landed in the villages of Kagezi, Bukumu, Kageyo, and Rusura in Rubavu District;

    5. On 22 August 2013, a 107mm rocket landed in Bugu village, Rubavu District;

    6. On 26 July 2013 two grenades exploded in Kigali killing three people, including a child, and injured fifty. The terror act was carried out by two FDLR operatives who were arrested while crossing back to DRC;

    7. On 15 July 2013, two bombs landed in the villages of Gisura and Ruhara, Rubavu District, fired from the outskirts of Goma in the general area of Kanyarucinya, a military position occupied by MONUSCO and FARDC. One of the bombs was identified as 100mm High Explosive Anti-Tank (Heat) fired by a T-54/T-55 Tank;

    8. In November 2012, FARDC fired a total of 15 bombs into villages on Rwandan territory;

    9. On 2 December 2012, FDLR attacked Rwanda and killed an employee of Karisoke Research Centre in Kinigi, Musanze District;

    10. In November 2012, FARDC fired a total of 15 bombs into villages on Rwandan territory;

    11. On 27 November 2012 the FDLR attacked Muti village, Rubavu district. The attack was conducted by two companies of FDLR estimated at 150 criminals. They wore FARDC uniforms, had DRC identification documents and used arms and ammunition provided by FARDC;

    12. On 3 November 2012 two FARDC and FDLR fighters conducted combined, armed reconnaissance at Busasamana, Rubavu District in Rwanda. Cpl Nzaza Nyabigoro, a suspected FDLR fighter embedded in 391 Recce Bn of FARDC was killed. His remains were handed over to the FARDC 8 Military Region Commander, Col Evariste Somo Kakule.

    Dr. Biruta: Reforms Needed to Improved Education Quality

    {{Education Minister Dr Vincent Biruta has called for more reforms in the sector to improve quality of education needed for national development.}}

    “There is need to expand the higher education sector to increase enrolment and improve on skills,” Biruta said.

    Dr. Biruta was addressing over 2600 students at their graduation ceremony at the National University of Rwanda.

    He said higher education is crucial to the country’s socio-economic transformation and the realisation of Vision 2020 and the Economic Development and Poverty Reduction (EDPRS).

    The Minister noted “The new policy on tertiary education financing aims at increasing access to tertiary education but also to ensure that parents and guardians own the responsibility of investing in their children’s education.”

    Commenting on the forthcoming merger of higher institutions, the Minister said “The merger will demand the academic staff to do more research and change teaching styles.

    He added that” students will be required to work more to attain an admission at the university and also do more in learning while the management will be required to adopt an entrepreneurial university style and maintain high standards and quality.”

    He congragulated the new graduates saying, “The nation counts on you to put to good use the “skills, competences and knowledge you have acquired,” he said adding, “Intellectual capital you have today should enable you to be a solution to your country’s challenges rather than being part of problems.”

    Tanzanian Eala MPs Also Boycott Session

    {{The East African Legislative Assembly (Eala) continued to be plagued by crisis Tuesday when Tanzanian legislators walked out, a day after their Rwandan counterparts staged a temporary boycott.}}

    The regional legislature was for the second day running adjourned and will resume at 2.30pm today when it starts debating a motion on the rotation of sittings which was finally tabled during yesterday’s brief session.

    “We have walked out to protest the way the Speaker was humiliated yesterday (Tuesday),’’ Mr Abdallah Mwinyi after leading four other Tanzanian members out of the chamber about 20 minutes after the session started.

    He said the Tanzania Chapter of the regional assembly had been dismayed at the way Speaker Margaret Zziwa was “humiliated” after Rwandan members walked out in protest at Ms Zziwa decision not to allow a motion on rotation of Eaala sitting among East African Community (EAC) member countries.

    Another Tanzanian legislator, Ms Shyrose Bhanji, said: We condemn what happened yesterday. We didn’t do justice to the Speaker.”

    She warned if such boycotts were allowed to continue the integrity of the assembly would be grossly undermined.

    As part of the company’s plans to provide easier access to all clients, the company opened the store to bring its range of products and services closer to the people.

    “We are delighted to open our new store to Nyamirambo. It will showcase our great services and bring them near where people live and work.” said Rene Bascope, Head of Corporate Services and Customer Operations, at Tigo Rwanda.

    In addition to offering customer care services, the new Service Centre also has an “Experience Zone” that offers people the chance to sample Tigo products. Customers can enjoy hands-on experience on a variety of handsets and tablets and are able to settle their post-paid bills.

    Woman Rescued from Pit-Latrine

    {{Police in Gisagara District in Southern Province has rescued a 51 years old woman from a pit-latrine. The woman is a resident of Bukinanyana cell, Musha sector.}}

    The Police Spokesperson for the Southern Province, Chief Superintendent (CSP)Hubert Gashagaza, said the woman was rescued five days after her husband threw him in the pit.

    The victim told Police the husband stalked her as she went to ease herself and aggressively pushed her into the latrine. “Our latrine wasn’t covered, I immediately feel inside it.”

    CSP Gashagaza, said the suspect attempted to kill his wife after she demanded for child support for their nine years old. The woman had denied her husband conjugal rights as a bargain chip. “He kept on insisting, but I denied and he decided to kill me.”

    The suspect is detained at Gikonko Police station for further investigation whereas the victim is being treated at Gakoma Health Centre.

    CSP Gashagaza said the two are reported by neighbours to have been fighting for a long period of time.

    He however blames the neighbours for not reporting the dispute to police yet they were aware of this domestic violence.

    He appealed to local leaders as well as the community policing to sensitise residents to report such cases to police in time to prevent similar crimes to occur.

    Once found guilty, the suspect will be punished by article 28 of the penal code. The article stipulates that an attempt shall be punishable even if the objective is not achieved on account of a circumstance unknown to the offender.

    However, article 140 says that attempted murder can also be punishable by life imprisonment.

    Obama Appoints Long-awaited Sudan Special Envoy

    {President Barack Obama meets with Ambassador Donald Booth, Special Envoy for Sudan and South Sudan, in the Oval Office, Aug. 28, 2013.}

    {{Donald Booth, former ambassador who served in different parts of the African continent, has been named special envoy for Sudan and South Sudan, the White House announced on Wednesday.}}

    Booth was received in the Oval Office today by president Barack Obama who stressed that “supporting peace between and within Sudan and South Sudan remains a priority for this administration”, according to a statement released after the meeting.

    The diplomat who served in Ethiopia, Zambia and Liberia “has extensive experience promoting peace and prosperity across the African continent”, the White House added.

    Booth will work with the African Union (AU) and the international community to facilitate the resolution of pending issues between the two countries, including Abyei referendum and the disputed border zones, the statement said in part.

    He also seek to aid efforts aimed at ending the ongoing conflicts in Darfur, Southern Kordofan, and Blue Nile “as part of a holistic solution to Sudan’s human rights, humanitarian, and governance crises”, the White House underlined.

    “And he will urge South Sudan to stay focused on protecting its people, meeting their needs, and realizing their aspirations for a more peaceful, prosperous, and democratic future”.

    Booth will succeed Princeton Lyman who resigned in late 2012 for what sources said was due to health reasons.

    Obama’s administration delay in picking a new envoy drew criticism from some US lawmakers including Representative Frank Wolf who wrote several letters to Obama urging him to swiftly pick a successor.

    Wolf accused the Obama administration of pushing the crisis in Sudan to the bottom of his priorities.

    Also, a coalition of Sudan activist groups in Washington known as Act for Sudan sent a letter to Kerry last March imploring him not to nominate former US ambassador to Khartoum Timothy Carney for the job citing what they perceived as his sympathetic views with the Sudanese government.

    They recalled Carney’s testimony in 2009 at the U.S. Congress in which he voiced his opposition to efforts aimed at isolating Sudanese president Omer Hassan al-Bashir who has been indicted for war crimes by the International Criminal Court (ICC).

    He proposed instead to defer the ICC warrant, sending an ambassador to Khartoum and removing Sudan from the state department’s list of state sponsors of terrorism.

    The Sudan activist group known as Enough issued a statement today lauding the pick by Obama.

    “The appointment of a seasoned diplomat like Don Booth to this critical position will enhance U.S efforts to promote peace within Sudan and between Sudan and South Sudan. We urge Special Envoy Booth to push for a comprehensive, internationally-backed peace process in Sudan which does not segment the conflicts across border regions—Darfur, Abyei, South Kordofan, and Blue Nile State—but addresses them holistically, and includes greater engagement with opposition groups working toward democratic transformation in Sudan” Enough Project Executive Director John C. Bradshaw said.

    Kenyan Doctor Warns on Fresh Aids Cure Claims

    A leading researcher Wednesday issued an alert over claims that an anti-cancer drug has proven to be an effective Aids cure.

    Dr Patrick Orege of the Kenya Medical Research Institute in Kisumu urged the public to remain cautious, warning that there was no cure for Aids yet.

    Two patients were purportedly cured of Aids after being treated by Dr Barasa Situma, who administered methotrexate — an anti-cancer treatment drug — and a cocktail of other drugs in Nairobi.

    “The purported cure on the two patients is referred to as a ‘chance-finding’ and an interesting observation which is however not (beneficial to the public) since it involves only two patients.

    “In any case, we don’t know the number of other patients who were administered with the drugs and failed,” Dr Orege said.

    During a previous media interview, Dr Situma claimed the HIV patients had turned negative after being tested at three laboratories — Cresent Medical Aid Kenya, Lancet Lab and Kemri in Nairobi.

    “The public should not be duped into using the drug which is a known treatment for cancer and not HIV,” Dr Orege, who is also a former director of the National Aids Control Council said.

    At the same time, he dismissed the decision by Dr Situma to use the services of three laboratories in determining the HIV results of the patients as “inconsistent with research methodology”.

    “To achieve consistent results, Dr Situma should have utilised one laboratory and enrolled between 200 to 300 patients in his trials instead of being enthusiastic in announcing the results involving two patients,” he said.

    Dr Orege continued: “I would like to advise Dr Situma to develop a proposal on the treatment and get in touch with medical scientists at either the University of Nairobi’s Kenyatta National Hospital or Kenya Medical Research Institute.”

    He warned that methotrexate was known to have adverse effects in the treatment of cancer and should be administered with “a lot of care”.

    Chelsea to sign Eto for £7million One-Year Deal

    {{Chelsea will sign Samuel Eto’o on a stunning £7million one-year deal on Thursday after admitting defeat in their pursuit of Manchester United striker Wayne Rooney.}}

    Indeed, the England striker’s immediate future at Old Trafford looks assured after he took to his Facebook page to voice appreciation of the support he received from United fans during his outstanding performance in Monday night’s goalless draw between the sides.

    Rooney posted: “It was an unbelievable reaction from the fans, so thank you. I really appreciate your support. It means a lot.”

    Mourinho may try again for Rooney later in the season, but for now he is content with Eto’o, about whom he once said: “Any coach would be stupid not to want to have a striker like him.”
